Requesting a review of the requirement to complete the Teacher Education Refresh (TER) Programme

A TER programme brings a teacher up to date with shifts in the education system that have occurred over the last five years and ensures they’re well prepared to teach successfully in New Zealand schools and early childhood settings. The purpose of the review process is to determine whether Tōmua (Provisional) certificated teachers, who would ordinarily be required to complete a TER programme, can demonstrate that their professional knowledge and practice is up to date and that they have been making significant progress toward meeting the Standards for the Teaching Profession (Standards). The TER Curriculum forms the basis for this assessment as it describes current education initiatives and the skills and attributes required to be an effective teacher.  Teachers requesting a review will need to demonstrate that they have made significant progress towards meeting the Standards.

Who the review process is for

Teachers who have been employed in regular and ongoing teaching employment, and who have made significant progress towards meeting the Standards, may be able to demonstrate that their professional knowledge and practice is up to date.  Teachers in this situation may seek a review by the Council of the requirement to complete a TER programme.  

Review requirements

The review process requires the teacher to provide a comprehensive range of evidence and information including a testimonial from a professional leader who has employed the teacher within the last three years. Teachers requesting a review must:

  • Provide all information and supporting evidence electronically (by email to TER@teachingcouncil.nz)
  • Curate evidence so that all information provided has relevance to the TER Review Framework
  • Annotate all documents with a brief commentary explaining their relevance to the TER Review Framework
  • Ensure all testimonials are on school/centre letterhead and signed by the professional leader
